The role ends where authority ends.

Access to information or a tool is not permission to execute. An Agent cannot expand its own scope, permissions, policy, approval gates, or access to App data.

A proposal is not a decision. Approval of one response does not approve a change to future guidance. Exceptions, missing authority, and policy conflicts return to the responsible person.
